Financiamiento de obras de movilidad urbana a partir de la recuperación de plusvalía en Armenia, Colombia

Abstract

RESUMEN: La presente investigación plantea el estudio de los impactos económicos, sociales y de movilidad de las obras de valorización. Con la finalidad de comprobar la relación entre la distancia de las obras y la valorización de los predios. Identificando los aspectos reglamentarios del instrumento de plusvalía de la constitución de Colombia, desde lo nacional hasta lo local. Se tiene como objetivo evaluar el impacto económico y social de los proyectos de movilidad realizados con financiamiento proveniente de la recuperación de plusvalía urbana en la ciudad de Armenia, Colombia. Concibiendo al instrumento de captura de plusvalía Contribución por Valorización, como un mecanismo que promueve y potencia el desarrollo urbano de las ciudades por medio de la distribución de cargas y beneficios de la plusvalía generada por las obras públicas. De esta manera, se determina este instrumento legalmente constituido como un mecanismo de financiamiento de los territorios locales para promover su desarrollo. Los resultados del modelo econométrico espacial muestran la relación que existe entre valorización de los predios con las obras de infraestructura. Lo cual refleja la incidencia que tiene el Estado para generar incrementos de valor y que estos son absorbidos por los propietarios. Esta tesis será útil para que la autoridades locales y estatales implementen este tipo de políticas para financiar su desarrollo urbano, en aras de distribuir los beneficios y cargas de la creación de infraestructura pública. ABSTRACT: This research proposes the study of the economic, social and mobility impacts of valorization public works. To verify the relationship between the distance of the works and the appreciation of the properties. The objective is to evaluate the economic and social impact of mobility projects carried out with financing from the recovery of urban surplus value in the city of Armenia, Colombia. Conceiving the instrument of capture of surplus value contribution by valuation, as a mechanism that promotes and enhances the urban development of cities through the distribution of charges and benefits of the surplus value generated by public works. In this way, this legally constituted instrument is determined as a financing mechanism for local territories to promote their development. The results of the spatial economic model show the relationship that exists between the valuation of the properties and the infrastructure works. This reflects the incidence that the State must generate increases in value and that these are absorbed by the owners. This thesis will be useful for local and state authorities to implement these types of policies to finance their urban development, to distribute the benefits and burdens of the creation of public infrastructure.
