Propuesta de un plan para el desarrollo del proceso administrativo del municipio de Agua Dulce, Veracruz de Ignacio de la LLave

Abstract

RESUMEN: La investigación tiene como objeto de estudio el análisis del proceso administrativo que se lleva a efecto en el municipio de Agua Dulce, Veracruz y dentro de los objetivos principales que se establecieron, está el identificar cual es el marco teórico de los planes de desarrollo municipal, de los servicios públicos municipales y de todo el proceso administrativo que se aplica en la administración municipal, estableciéndose un análisis de cada una de las etapas que comprende este, para establecer un diagnóstico en cuanto la eficiencia de la gestión municipal. Otro objetivo importante fue el establecer el marco contextual del municipio en México y en particular en Veracruz y Agua Dulce, ya que es importante ver tanto los aspectos históricos como normativos del municipio, pues a través de esto se pude determinar su evolución y estado actual, sobre todo en la parte que se refiere al origen y desarrollo del Artículo 115 de la Constitución Política de los Estados Unidos Mexicanos, en el cual se establecen los principios fundamentales del municipio en México. La metodología que se siguió fue la aplicación del método deductivo y del método histórico y el enfoque fue de carácter cualitativo, descriptivo, ya que es una investigación no experimental, en cuanto a las técnicas que se utilizaron fueron de gabinete y de campo en la etapa de investigación exploratoria. Entre los resultados se encontró, que la administración municipal se inicia por el órgano ejecutivo, que representa el presidente municipal. Otro hallazgo interesante es que el proceso administrativo no ha sido adecuado ni eficiente en el municipio de Agua Dulce, porque no responde a las necesidades apremiantes de la ciudadanía y esto trae como consecuencia problemas de gobernanza y legitimidad de las autoridades del Ayuntamiento ante la colectividad que conforma el municipio. También se encontró que hay falta de transparencia en la rendición de cuentas y esto genera malestar en la sociedad. En la investigación, después de elaborar un diagnóstico, se formula una propuesta de política pública, que comprende todas las etapas de un proceso administrativo eficiente, con el propósito de que la administración municipal cumpla con los compromisos que asumió con sus electores y así pueda brindar a la ciudadanía certeza y calidad en los servicios públicos que le proporciona, para realizar una gestión municipal eficiente y expedita que cuente con el consenso social. ABSTRACT: This research has as a study objects the analysis of the administration process that is being held in the Agua Dulce’s Veracruz Town hall. Among the main objectives we have the identification of the theoretical frame in the municipal development, the town hall services and the whole administrative process applied in the municipal administration by setting a deep review to each and every one of the stages to establish a diagnosis regarding the municipal management efficiency. Another important objective was to establish the Mexican township’s contextual framework specifically in Veracruz Agua Dulce, this is important because it is needed to know about the historical and normative aspects of the township because throughout this we can determinate its evolution and current condition and most importantly the part that relates the origin and development of the 115 article of the political constitution in the Mexican United States in which establish the fundamental principles of the Mexican Township. The methodology followed was the deductive and historical method application with a qualitative descriptive approach since it is a non experimental research. As to the used techniques we can found the cabinet research technique and field investigation at its exploratory stage. Among the different results it was found that the municipal administration is governed by the executive board represented by the mayor. An interesting find was that administrative process hasn’t been appropriate nor efficient in the Agua Dulce´s Township and clearly unresponsive to the citizens’ needs which bring legitimacy and bad government problems in the town hall. It is also important to be in the know that corruption problems inside the town hall are happening creating discomfort into the society. After the elaboration of a diagnosis it is considered that a formulation of a public politics proposal is needed comprising each stages of an efficient administrative process, in order to accomplish the variety of compromises which were agreed with the citizens bringing certainty and quality in the public services for an efficient municipal management that counts with the social approval.
